FCT Education Secretariat finalises Sexual Violence Reporting and Management for FCT Schools

The Federal Capital Territory Education Secretariat has finalised on a comprehensive framework aimed at strengthening measures against sexual violence across both the private and government owned schools in the FCT after Teenage Network’s advocacy. In 2024, Teenage Network conducted a survey that revealed that 46% of school girls in the FCT has experienced some forms of sexual violence within the last six months. 65.3% of the cases were not reported as a result diverse reasons ranging from absence of clear reporting pathway, histories of improper management of cases of school-related sexual violence and the culture of victim shaming. The outcome of this survey prompted Teenage Network with funding from the African Women Development Fund (AWDF) to engage the FCT Education Secretariat on the need for a unified sexual violence management framework.

The framework was developed by the FCT Education Secretariat after multiple consultation with officials from the boards and departments, National Association of Proprietors of Private Schools (NAPPS, FCT Chapter), Parents, Civil Society Organizations, Media and Learners. The framework sets a unified standard for managing sexual violence cases in schools, it streamlines reporting and response mechanisms, establishes referral pathways for healthcare and social support for survivors.
